Wave 2, Stage 2 Reconfiguration - Start of Voluntary Negotiations and RFPF Deadlines
July 06, 2006, Washington, D.C. - The Federal Communications Commission ("FCC") issued a Public Notice on June 30, 2006, announcing that Wave 2, Stage 2 reconfiguration will start on August 1, 2006 as previously scheduled in the Regional Prioritization Plan ("RPP"). Wave 2 licensees are in the National Public Safety Planning Advisory Committee ("NPSPAC") regions covering areas in the Central United States, including Idaho, Montana, Wyoming, North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, parts of Texas, Minnesota, Iowa, Missouri, Arkansas, and extending to Tennessee, Kentucky and West Virginia. Stage 2 refers to the relocation of Public Safety licensees operating on the NPSPAC frequencies (821-824/866-869 MHz).

It should be noted that the Wave 2, Stage 2 deadline for submitting Requests For Planning Funding ("RFPF") is also August 1, 2006. The purpose of publishing an RFPF deadline at the start of voluntary negotiations is to encourage licensees to complete their RFPFs prior to the start of the 180-day negotiation period, allowing the parties to take full advantage of both voluntary and mandatory negotiations. "By engaging early and completing the RFPF process now, Wave 2, Stage 2 licensees will be able to use the negotiation windows to conduct the necessary planning to complete a Cost Estimate for a Frequency Reconfiguration Agreement ("FRA") and reach agreement with Sprint Nextel," said Brett Haan, Director of the TA. "Submitting RFPFs during the negotiation periods minimizes valuable time that is particularly important for Public Safety licensees given their unique and complex environments."
Finally, licensees in Wave 2, Stage 2 should have identified a reconfiguration point of contact and sent the POC information to the TA. If you have not identified a POC, please complete the POC form located on the TA's website at www.800ta.org

About the 800 MHz Transition Administrator, LLC
800 MHz Transition Administrator, LLC ("TA LLC") is the Transition Administrator ("TA") for the
reconfiguration of the 800 MHz band mandated by the Federal Communications Commission ("FCC").
TA LLC has contracted with BearingPoint, Inc., Squire, Sanders & Dempsey L.L.P. and Baseline
Telecom, Inc. to perform the duties of the TA. Among its duties, the TA establishes reconfiguration
guidelines, specifies replacement channels, reviews reconfiguration cost estimates, monitors payment of
reconfiguration costs, manages the relocation schedule, facilitates issue resolution and administers the
alternative dispute resolution process. TA LLC uses information it receives solely for the purposes of
administering the 800 MHz reconfiguration process and may disclose such information to the FCC or
other authorized parties pursuant to the requirements of the 800 MHz Order or other applicable laws.
