Wave 3, Stage 2 Reconfiguration - Start of Voluntary Negotiations and RFPF Deadlines
October 23, 2006, Washington, D.C. - The Federal Communications Commission ("FCC") issued a Public Notice on October 2, 2006, announcing that 800 MHz band reconfiguration for Wave 3, Stage 2 licensees will start on November 1, 2006. Wave 3 licensees are located in the National Public Safety Planning Advisory Committee ("NPSPAC") regions covering areas in the Gulf of Mexico and Southeastern United States, including Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, and South Carolina, as well as Puerto Rico and the U.S. Virgin Islands. Stage 2 refers to the relocation of Public Safety licensees operating on the NPSPAC frequencies (821-824 MHz/866-869 MHz).

It should be noted that the Wave 3, Stage 2 deadline for submitting Requests For Planning Funding ("RFPF") is also November 1, 2006. The purpose of having an RFPF deadline at the start of the voluntary negotiation period is to encourage licensees to complete their RFPFs prior to the start of the 6-month negotiation period, allowing the parties to take full advantage of both the voluntary and mandatory negotiation periods. "Licensees who prepare and engage in an early and active manner will have more control over the details associated with the licensee's reconfiguration - from funding to reimbursement terms to retuning specifics," said Brett Haan, Director of the TA.
Licensees in Wave 3, Stage 2 should have already identified a reconfiguration point of contact ("POC") and previously sent the POC information to the TA. If you have not already identified a POC, please complete the POC form located on the TA's website.

About the 800 MHz Transition Administrator, LLC
800 MHz Transition Administrator, LLC ("TA LLC") is the Transition Administrator ("TA") for the
reconfiguration of the 800 MHz band mandated by the Federal Communications Commission ("FCC").
TA LLC has contracted with BearingPoint, Inc., Squire, Sanders & Dempsey L.L.P. and Baseline
Telecom, Inc. to perform the duties of the TA. Among its duties, the TA establishes reconfiguration
guidelines, specifies replacement channels, reviews reconfiguration cost estimates, monitors payment of
reconfiguration costs, manages the relocation schedule, facilitates issue resolution and administers the
alternative dispute resolution process. TA LLC uses information it receives solely for the purposes of
administering the 800 MHz reconfiguration process and may disclose such information to the FCC or
other authorized parties pursuant to the requirements of the 800 MHz Order or other applicable laws.
