Request for Planning Funding (RFPF) Process
Title	Description
Frequency Reconfiguration Agreement (FRA) Metrics	Set of cost metrics that identify statistical measures of licensee reconfiguration implementation costs and rates, based on system size.
Funding Fact Sheet	Quick reference aid with additional details and clarifications on the RFPF and Cost Estimate processes.
Planning Funding Agreement (PFA) Fast Track Fact Sheet	Fact Sheet reference aid for licensees wishing to pursue the PFA Fast Track option.
Planning Funding Metrics	Cost metrics that identify typical licensee planning costs and rates in approved PFAs, based on system size.
RFPF Checklist	Checklist providing guidance for conducting an assessment of RFPF prior to submitting the RFPF documents to the TA.
RFPF Form	Template to develop an RFPF and SOW. This template is required to meet TA review guidelines for submitted RFPFs and supporting documentation.
RFPF Instructions	Provides guidance on documentation and tasks necessary for obtainining planning funding for reconfiguration.

Cost Estimate, Vendor Selection, and Standardized Bid Package Processes

Cost Estimate (Schedule C) Form	Template / Certified Request form for reconfiguration funding cost estimates.
Cost Estimate Guidelines	Guidelines for preparing the Cost Estimate to request reconfiguration funding from Sprint Nextel.
Documentation Template - Per Hour	Per-hour time-reporting template that meets all ACR requirements. Use of this form is recommended, but not required.

Intermodulation Interference Studies Guidance	Guidance for conducting Intermodulation (IM) interference studies to identify interference that may prevent post-reconfiguration operational comparability.
Invitation to Submit a Proposal	For use when a licensee has pre-qualified a particular vendor and intends to award a sole source contract for reconfiguration services.
Rebanding Agreement Between Sprint Nextel and Vendor	Licensee / Vendor contract, for use when Sprint Nextel will pay Vendor directly.
Request for Proposals	For use when a licensee has decided to solicit competitive proposals in order to select a vendor to provide reconfiguration services.
Standardized Bid Package (SBP) Instructions	For Standardized Bid Package and Procedures for Municipal Licensees.

Mediation / Alternative Dispute Resolution (ADR) Process

Alternative Dispute Resolution (ADR) Fact Sheet for NPSPAC licensees	Fact Sheet providing information about the ADR and Mediation Process for NPSPAC (Stage 2) licensees.
Alternative Dispute Resolution (ADR) Plan	The ADR Plan sets forth the procedures to be followed by the TA in carrying out its dispute resolution functions.
Mediation - Authorized Request for Mediation Form PDF or Word	Form which a vendor may request that the licensee complete, authorizing the vendor to initiate and participate in TA mediation on a licensee�s behalf.
